2009 Multi-Agency Intelligence Seminar: Praemunitus teamed up with i2 and Data Expert to hold a Multi Agency Intelligence Capabilities seminar in Zagreb, Croatia. Agencies from the Ministry of Interior, Ministry of Justice, State Attorney's Office, Ministry of Finance, Ministry of Defence and the Office for National Security attended. The event was described as 'An interesting, illustrative and impressive assessment of the benefits of cooperation and intelligence sharing, including international dimensions, in dealing with the most complex forms of crime'.
2009 Croatia Prison Intelligence: Praemunitus worked with the Ministry of the Interior and the Ministry of Justice in Croatia to develop a prison intelligence capability in support of Croatia's fight against organised crime and corruption. A Memorandum of Understanding and Standard Operating Procedures between Ministries of Interior and Justice were agreed outining future joint management of intelligence between police and prisons in Croatia. It is believed to be the first of its kind in the South East European region and complements other work done by Praemunitus and its associates in relation to criminal intelligence in Croatia.
2010 Programme on Terrorism and Security Studies (PTSS), Germany: Praemunitus joined with Cranfield University and the George C Marshall European Centre for Security Studies in Garmisch-Partenkirchen, Germany to assist deliver the Programme on Terrorism and Security Studies to a student body made up from senior military, police and government officials from 48 countries.
2010 Praemunitus deliver intelligence analysis training in Pakistan: Praemunitus supported the UK Foreign & Commonwealth Office Joint Working Group on Pakistan by providing hands-on training for police intelligence analysts in Islamabad using i2 Analyst Notebook and associated software.
Examples of our work
2011 and 2013 Programme on Terrorism & Security Studies Field Study Trip: Praemunitus delivered the George C Marshall Center of European Security Studies Programme on Terrorism & Security Studies Field Study Trip. This prestigious course attended is by leading counter terrorism officials from all continents of the world. So successful was the first visit to study the Northern Ireland Peace Process that it was repeated in 2013. Speaking of the first visit the then Course Director Professor Nick Pratt (Colonel, USMC Retired) said “This was the best field study I have conducted in my academic career of nearly two decades. It proved to be an unmitigated success due to careful and detailed planning and flexible execution on everyone’s part. Remarkable!”
2011 Strategic Criminality Conference, Sofia, Bulgaria: Praemunitus participated at a multi agency National Security conference where Joe Connell on the subject of 'Sharing intelligence between agencies as the key factor for successful anti crime and security measures'. Earlier work by Praemunitus in Croatia is still seen as a regional success story in SE Europe and the Balkans.
2011 Central Asia Transnational Threats Seminar, Kazahkstan: Praemunitus participated in this seminar held at the National Defence University in Kakazhstan where Joe Connell spoke on 'Developing an integrated intelligence system to combat transnational threats' in the overall context of international capacity building.
2011 - 2016 Police Development & Criminal Investigation Capacity Building, Somaliland, East Africa: Praemunitus worked in partnership with Adam Smith International to develop professional capacity in relation to policing, counter terrorism & criminal investigation within a proportionate criminal justice system, training over 300 personnel across the criminal justice sector, implementing processes and capabilites, and developing specialist infrastructure nationally.
2012 - 2013 Ukraine Ministry of Interior Agency for the Combat of Organised Crime (GUBOZ) Working with US Department of Justice Iinternational Criminal Investigation Training Assistance Program (ICITAP) in Kiev to train and develop an Intelligence-led approach against organised crime in Ukraine. In 2013 we faciliated a study tour to the United Kingdom by senior GUBOZ officials
2013 Ukraine & Croatian Ministries of Justice. Working with US Dept of Justice International Criminal Investigative Training Assistance Programme Praemunitus led a Field Study Visit by senior members of Ukrainian Prison Service to the EU's newest member state. Croatian Prison Administration and Organised Crime Police colleagues facilitated informative visits to each category of correction facility, explaining the philosophy and policy behind Croatia's successful correctional approach. We were pleased to see Praemunitus' prison intelligence legacy from 2009 (see below) alive and well and going from strength to strength under Croatian leadership
2015 US Ministry of Justice ICITAP/ Ukraine Ministry of Interior: Praemunitus undertook an operational assessment involving various internal agencies providing advice for multi-agency policing, intelligence and enforcement activities in the conflict zone.
